Our Mission

To achieve Rafeli Realty & Development Corporation’s vision, its mission is to:

  • Construct condominiums that are very affordable in price, ideally located within the city, and require minimal maintenance.

  • Develop affordable housing communities in Cavite, Antipolo, and other areas near Metro Manila.

  • Provide construction services to families who want to build their own dream homes.

  • Provide other services (financing, architectural, engineering, etc.) that will help Filipino families build and own their dream home.

Our Founders

Mr. Eleuterio "Eli" Gardiner

The late Mr. Eli Gardiner was RRDC's Co-Founder and former Chairman of the Board. He, along with his partner, Mr. Raffy Hernandez, created RRDC in line with their vision to provide every hardworking Filipino a home to be proud of. Apart from this, he was also OWWA Administrator, an active Rotarian, and founder of FILSCAP (Filipino Society of Composers, Authors and Publishers).

Mr. Rafael "Raffy" Hernandez

Mr. Raffy Hernandez is RRDC's Chairman of the Board as well as one of the company's co-founders. Being a Certified Public Accountant, he has easily maintained the company's financial progress and stability regardless of the country's economic fluctuations. ​He is also seasoned in the real estate industry having started in 1983 making him a valuable global business consultant. In addition, he has spearheaded the company's CSR by actively taking part Rotary Club's (Pasay North) and Red Cross' (Pasay City Chapter) humanitarian efforts in which he is past president and current board member/auditor respectively.​

Ms. Elaine "Sweetie" Gardiner

Ms. Sweetie Gardiner is RRDC's Chief Finance Officer with impressive qualifications under her belt. She is a licensed real estate broker and is a member of Pasay Makati Realty Board, PAREB, and CREBA. In addition to this, she also shares a penchant for actively participating in humanitarian activities through the 3000 Club of the Philippines and the Rotary Club of Circuit Makati (District 3830) where she holds the prestigious position of Charter Club President.​

Our Leadership

RAFELI REALTY AND DEVELOPMENT CORPORATION has been incorporated on March 1993. Its major stockholders and officers are by no means new in the real estate business.


We are backed by the financial clout and management experience of the HERNANDEZ GROUP OF COMPANIES – a group that has developed and is currently developing numerous subdivisions in Paranaque, Quezon City, Las Pinas, Cavite, and Antipolo. Some of these developments are: San Antonio Valleys 1 to 25 (the current Paranaque Municipal Hall is located inside SAV I), Equity Homes 1 to 8, Hernandez Townhomes, San Antonio Homes, Rexieville, Cecilia Village, QC Ville, Chateau Ville I, Chateau Ville II, Rosewood Mansions, 102 Commercial Complex, Benrosi Plaza Condominium, Benrosi III Residences, and Benrosi V Makati.

  • San Antonio Development Corporation - Hernandez Family

  • Double “R” Realty Corp - Mr. Rafael Hernandez (Major Stockholder)

  • Avanti Realty Corp. - Mr. Rafael Hernandez (Major Stockholder)

The above companies are responsible for the development of about 70 hectares of property in Metro Manila, Laguna, and Cavite and the construction of a countless number of houses.
